Position Overview: The Senior Intelligence Analyst (Controlled Access Program Control Officer/Representative) will oversee, manage, and track Controlled Access Programs actions, including compartmented intelligence management, and oversee controlled access program control officer/representative policies to ensure secure access, handling ,and dissemination of classified intelligence.
Key Responsibilities:
- Oversee and enforce controlled access policies to ensure secure handling and dissemination of classified intelligence.
- Serve as a CAPCO Officer/Representative, ensuring intelligence products adhere to CAPCO classification marking guidelines and IC Directives (ICDs).
- Manage access control processes for personnel, ensuring proper authorization and need-to-know policies are upheld.
- Manage Alternate Compensatory Control Measures (ACCM) processes for personnel, ensuring proper authorization and need-to-know policies are upheld.
- Develop and implement access management strategies, ensuring compliance with national and agency-specific security directives.
- Conduct classification reviews of intelligence products to ensure proper handling, storage, and dissemination of sensitive information.
- Advise senior leadership on access control best practices, compartmentalization policies, and risk mitigation strategies.
- Coordinate with security officers, information assurance personnel, and classification management teams to uphold security and information sharing policies.
- Oversee the establishment, modification, and enforcement of access control lists (ACLs) for intelligence systems and databases.
- Conduct periodic audits and compliance assessments to ensure adherence to CAPCO standards and security protocols.
- Liaise with interagency partners to coordinate intelligence sharing agreements and maintain compliance with security protocols.
- Monitor evolving intelligence classification policies and recommend updates to organizational security frameworks.
Required Qualifications:
- 10 years of experience in intelligence analysis, access management, or intelligence security operations.
- Knowledge of special access programs (SAP), sensitive compartmented information (SCI), and cybersecurity frameworks.
- In-depth knowledge of IC Directives (ICDs), DoD security policies, and classification management frameworks.
- Experience in managing access control lists (ACLs), intelligence databases, and secure information sharing environments.
- Strong background in risk assessment, compliance, and policy enforcement related to intelligence security.
- Ability to conduct classification reviews and audits to ensure adherence to CAPCO and IC security standards.
- Familiarity with security clearance processes, personnel vetting, and need-to-know access authorization.
- Excellent communication, analytical, and problem-solving skills.
- Ability to brief senior leadership on access management policies and intelligence security considerations.
- Active TS//SCI required.
Preferred Qualifications:
- Experience supporting military, DoD, or IC agencies in access management and intelligence security.
- Knowledge of special access programs (SAP), sensitive compartmented information (SCI), and cybersecurity frameworks.
- Certifications in security management, information assurance, or intelligence security operations.
- Experience with identity and access management (IAM) technologies and secure collaboration platforms.
